Policy

Policy for Making a Digital Copy from another Media

The Arnold Bernhard Library and Quinnipiac University comply with current copyright laws. It is illegal to copy a video, DVD or electronic resource in lieu of purchase. This policy statement addresses the following requests:

· Transfer a Library-owned Videotape to DVD

· Copy a Faculty-owned Videotape or DVD

· Record Televised Programs

· Stream Film Clips

· Stream Entire Films

· Stream Textbook Media

Transfer a Library-owned Videotape to DVD

Requests to transfer a library-owned videotape to DVD should be directed to June DeGennaro. She will identify if the item is available for purchase on DVD. A video cannot be copied to DVD if the film is currently for sale.

· If a DVD can be purchased, pricing information will be emailed. Some purchases may require approval by the chair of the faculty member’s department.

· If a DVD is not available, the library will attempt to contact the author or production company to request permission to make a copy.

o If permission is obtained, the library will send the video to Technology Center for conversion. Faculty will be informed when their material is ready and can be picked up at the Circulation Desk.

o If permission is not obtained, the library will work with faculty to identify alternative resources.

Copy a Faculty-owned Videotape or DVD

A faculty-owned videotape or DVD cannot be copied if the film is currently for sale. Bob Young will assist with this process.

· A copy is allowed under the following conditions:

o Faculty is the producer of the video or DVD

o Permission has been obtained from the author or production company to make a DVD copy.

· If a commercially produced film is no longer available for purchase, and permission cannot be obtained, the library will work with faculty to find a comparable resource.

Record Televised Programs

Television program recording is often restricted by the program producers. To have a program recorded, the requester must verify that recording is permissible or obtain permission. If assistance is needed with this process, contact Bob Young in the Library at x3469.

Stream Film Clips

Copyright laws allow streaming of small segments of digital materials without obtaining permission of the media producer. Segments are limited to less than 10% of the entire film.

 Stream Entire Films

A streaming license must be purchased when streaming more than 10% of a film. To identify if streaming rights are available, contact Bob Young, x3469.

· If streaming rights are available, pricing information will be emailed. Some purchases may require approval by the chair of the faculty member’s department.

· Streamed resources are only available for the class sessions in which they are used, not for the entire semester. Faculty should provide dates of need to Bob Young. The link to the streamed video will be removed after the end date.

· Some streamed materials have date limitations (e.g., purchase of one-year permission). Faculty should inform June DeGennaro if they wish to have a license renewed.

· The Information Services department will use technological protection measures (e.g.; passwords) to reasonably prevent the retention or dissemination of digital works to comply with copyright.

Stream Textbook Media

· Media that is part of a textbook package is usually accompanied by guidelines specifying the ways it may be used. Only media that is licensed for streaming can be made available.

Faculty questions regarding copyright should be directed to Bob Young.
